I bought the installation disk online and installed it - but I cannot find how to start a new file. I filled in the profile information for the first article I want to write but nothing happens. Is this program a PDF file creator or a scam?

This is an application used to manage the PDFs not to create them even if the name indicates so. The software has the ability to manipulate the PDF files and perform various foolproof sharing operations through multiple applications. If you want to create a PDF file, look for apps on the database of Software Informer because there are plenty of them. Tick the Free only option next to the search field if you want just the free ones.
I have clicked on the PDF Creator logo in Microsoft Word and chose "save to PDF". It saves it into my Documents folder. When I open PDF Creator all of the tabs are greyed out and the documents don't appear.

The tabs are greyed out and it will become available when you create a new file. In its default mode, the application does not allow you to perform any edit operations. You need to load or create a file before you can edit it.
Yes, "perfect" PDF files can be saved to a folder and retrieved, and files can be password protected using the Perfect PDF Creator Essentials program.
